Dear Mr. Chairman!

Excellencies!

Ladies and Gentlemen!

The conclusions and analysis of the pace of progress toward the Development Goals and Millennium Development Goals on the topic of the High-Level Segment are disappointing.

Under the current conditions in the employment and labor market, they will not be met by 2015, as you know.

The figures of rising unemployment, poverty and poverty reflected in the Secretary-General’s report bear this out.

Identified priority areas of effort without disruptive innovation are insufficient.

Without super-new approaches, the Annual Ministerial Reviews and the Development Cooperation Forum will only capture the ineffectiveness of declarations.

Jobs for all and effective employment nationally and internationally call into question Global Sustainability.

Globalization and Migration are an organic fusion.

At the heart of any development are contradictions, resolved by new Formulas, Technologies and Rules.

Global Development must have Global Supranational Formulas, Technologies and Rules.

Before the challenges of Sustainable Development the strategic task of the world community must be the creation of new supranational tools of Development Planning.

The basis of this Planning is a worldwide continuous publicly available Education of people throughout their conscious life, i.e. from childhood to a deep healthy old age.

It should be taken into account that in order to obtain and carry out Decent Work, we need diversified newest, not yesterday’s, Knowledge and Skills. After all, they are renewed by almost 20% annually.

The existing, performance-limited classroom-lesson form of education, an outdated, hopelessly lagging and ineffective for a globalizing world tool for Planning the Development of the Society of the Future.

Today we have a worldwide shortage of 15 million teachers, which is 25% of their total number. At the same time, the remaining 45 million Teachers are hopelessly out of step with today’s knowledge.

Teachers and their personal knowledge are a product of the analogous Past, and in the classroom-lesson form of education they themselves are its futile hostages.

The Digital Divide becomes a Gap if the Teacher with the most up-to-date knowledge does not get a Global audience and does not have the Global productivity of the Free Access to Knowledge.

It is necessary to use the modern technologies of knowledge dissemination that are already available to mankind. Their productivity is many orders of magnitude greater than the class-lesson technology of knowledge transfer from Person to Person. The direct contact of the Teacher and the Student, called Learning, is an inadmissible luxury which does not affect the “digital divide” either.

After all, Knowledge on Earth is not evenly “spread like butter on bread”. What is needed is a modern space distributor – a teleporter – a real World University that will do the job for Mankind.

In parallel and related to this: there are a billion illiterate people who cannot read or write living on Earth in poverty and destitution away from cities and university centers. The figures of their standard of living are known to all.

Their competitiveness can only be presented to the world by the Global Approach and by distance, but quite face-to-face technologies of Initial Learning.

In the Future it is necessary to ensure their universal Access to the world’s piggy bank of a multifaceted nomenclature of contents for Learning as opposed to Learning.

Technically, legally, and already in fact, the work of the World University has begun through the efforts of the Commonwealth of Independent States. However, heterogeneous perceptions, inflexible national policies, and imperfect international mechanisms have reduced its effectiveness by intervening local interests.

After all, the younger generation in the developed states of the world has long been traversing the borders of civilized countries through virtual space.

The UN, its Economic and Social Council, UNESCO and other institutions must turn towards innovations and innovators, bypassing the long bureaucratic mileage.

This will enable us to catch up with the accelerating flow of new knowledge and will harmonize the needs of Sustainable Development with the human resource workforce and ensure its employment for all.

Your Excellencies!

The gigantic issue of employment and decent jobs for Sustainable Development will remain in limbo and will always, for one reason or another, fall behind your schedules and expectations in a given region and at the Global level.

What is needed is an innovative change at the mental level in ourselves.

In the face of the destructive role of increasing Unemployment, Poverty, Poverty and poorly managed Migration, the Tools of Development and Governance must be changed lest we face even more neglected Problems and Crises.

Again and again I assert: What is needed is mass education of people, with a minimum and only initially based on Learning, and then giving them the opportunity to Study according to their interests and abilities.

This is the Instrument that will stop the outstretched hand of Poverty, create jobs, and minimize chaotic Migration. And these processes will run reliably and fundamentally, layering positive historical results, like a geological process.
